Basically after reading everyone's advice, what seemed to work was "sudo apt purge boinc-manager boinc-client" and then restarting my computer. Purged boinc-manager and boinc-client, rebooted, and ran "sudo apt install boinc-manager boinc-client" but still have the same problem (it did generate a password in the gui_rpc_auth.cfg, but attempting to run the application with the file as is, with deleting everything in the file except for adding an "enter", and deleting everything in the file all had the same results.
